Item 17 is the traditional double-edge shears made entirely of tempered forged carbon steel and covered with injected rubbery plastic that becomes soft and non-slip to the touch. Item 19 made with tempered carbon steel handles cover d with soft and non-slip rubber, while blades are made with a special alloy carbon steel to keep the edge and extend the life of the cut.
